president obama embarks on his second term. he will take the oath of office at an intimate ceremony. tori campbell is in washington to take care of the inauguration. tori, good morning, to you. >> reporter: good morning. there are few politicians and supporters on the plane. i sat next to senator majority leader. and there was a supporter for obama passing out buttons like these to everyone who is on the plane. things are already getting underway this morning. the first event was joe biden, who was just sworn in at the naval observatory by justice johnia sotomayor. >> so help me good. >> -- so help me god

>> reporter: later, the president will be sworn in, in a private ceremony. it is in the constitution that the big event takes place on the 20th. yesterdawas a national day of service which is an addition for martin luther king day which takes place tomorrow. the president and first lady helped do repair work at a local school. there were quite a few balls and events going on. we stopped by the inauguration bash and i dot to speak to nancy pelosi and john garamandi, to find out what they need to do to reese deuce bipartisanship. >> we will get one more, 50 new democrats and our message to them is to reach out to the republican colleague and try to find common ground. >> i hope we can pull this off. the country has to move beyond

moon bay with the extreme surfing set to start an hour from now. good morning, alex. >> reporter: well, that's right we are here at pillar point harbor in half moon bay. i talked with one of the competitors. he is very excited and keep in mind, this is the first time they held the mavericks surf contest since 2010. so a lot of buzz this morning. this is what it looked like on the harbor. servers were getting boards ready and they are going to get ready to get on the contest that starts a short time from now. fans out here as well. everyone is fired up for the big event. surfers expecting a nice mix of big swells. and keep in mind, this area near pillar point is full of hazards, that's what makes it so intriguing. strong currents and jagged rocks. we have 24 surfers hitting the water today.

a short time ago, we caught up with one of the competitors who is just down the road from santa cruz. >> local knowledge, i guess. but, it is pretty much one of the biggest waves. and anyone who is a big wave diehard surfer, it is one of the not just -- but the best waves on the planet. every dog has their day. hope everybody is safe. should be a good show. but there was disappointing news that came down before the contest is getting started. for fans, there are three big top surfers who withdrew from the event including kelly slater who had a conflict with the association of professional surfing. meantime, we want to keep in mind. if you are coming down here to watch the contest and a lot of people are. new rules in place for spectators. nowhere from watching anywhere near the water. that's why they set up a viewing area near the eceana

hotel. that's the only place they can watch the contest. an organizer came up to me a few minutes ago and told me they are expecting 50,000 people to be down here today to watch the best surfers in the world here at mavericks. >> thank you, alex. stay with ktvu for the continuing coverage of mavericks invitational. chopper 2 will be over the contest. and can you watch it on line at ktvu.com or mobile ktvu. >> a fire forced about two dozen people out of the senior care facility. it started at lake shore residential care on third avenue. firefighters say they believe the fire started in a drier in the land -- dryer in the laundry room and they had to find a place to sleep overnight. >> could be that once the

utilities are restored and the building is aired out and cleaned, they should be able to return. firefighters were able to put the fire out in less than an hour. the cause of the fire is still under investigation. a 16-year-old bois arrested and police are looking for more suspects after an innocent bystander was killed at a bart station. groups of two to four people shot at each other at the bus loading zone in san leandro. a 40-year-old man who had nothing to do with the fight was shot and killed. a girl was grazed in the shooting and treated at the hospital. they say they are now worried. >> i don't feel safe. you never know. right now, these days and time, you know, you got to be careful. >> the station shut down for almost seven hours while detectives interviewed witnesses and looked at video. they have some leads and will be following up on them today. >> the sun is up.

we will turn it over to rosemary. and you said it will be in the 70s. santa cruz hit 70. beach weather in the middle of january. now, as we get into the sunday afternoon, we are looking at conditions very similar to what we felt on saturday. we are right for mavericks and we are a little bit hazardous at our beaches for the normal beach goer. and giving you a look there. the official sunrise in the next 10 to 12 minutes or so. you can already see the beautiful light shining perhaps through your window. bay reports showing me swells anywhere from six to 8 feet right now. bod bay. and half moon bay. and -- body degree garamandi bay and half moon bay, they could reach 15 and zero. here is the advisory. not just where we are looking at the mavericks competition

but for most of us in body degree garamandi bay, sausalito off to social beach and pacifica and into monterey. so all of the beaches are going to feel the high surf and the advisory lasting. rip currents and you don't have to be in the water. there are sneaker waves that come up a lot farther than what what we are expecting. 33 degrees in napa valley. and in santa rosa. it is freezing and below freezing in concord, livermore, around the bay, it is a little better. san francisco is one of the warmer spots. 70 in hayward and the clear skies and temperatures in the upper 40s and 50s. right around half moon bay. you can see a few high clouds drifting in. and that is going to be about it. we will have mostly sunny skies. soft sunlight and ridge of high pressure still in place.

people at three separate gun shows yesterday. here in raleigh, north carolina, a shotgun accidentally fired. he brought it to the gun show to sell s and he didn't unload the ammunition. another man shot himself in the hand. in medina, ohio, the handgun he was checking was loaded when he pulled the trigger and it was discharged. it wounded a bystander in the arm and leg. hundreds of gun activists protested at the capital. ♪ >> the event was one of several pro gun protests nationwide. many of the activists say ban on proposed weapons and high clips are a way to chip away at the second amendment right. they spiked 60% in two years.

the press democrat reports firearms dealers in sonoma county sold 700 guns a day. this came touring a crop in crime. no money will be handed out at marin county. because the program ran out of cash. 300 were turned in last week. they gave them the allotted money and they need to raise $60,000 to carry the nonguaranteed vouchers. we are learning about the manti te'o case. this is lennay kekua and was once the home of the man that invented kekua and he sent white roses to her home and she never actually existed.

te'o said a man admitted to perpetrating the hoax. this is a file sharing site launched a website today. the founder of mega upload.com said his new site mega will allow users to store and share large files. kim.com launched the site on the anniversary of his arrest on racketeering charges. this is one of the most popular sites on the web million until prosecutors shut it down. it had millions of illegal down loads and they have been trying to extradite him who is free on bail. they sold chem member rahive coins and agreed to settle charges that it deceived consumers. they said the national collectorise mint raked in $22 million by selling coins into letting people thinking they were released from the

his official swearing in today. that is before noon. and he will take the oath of office just before 9:00 a.m. our time. then tomorrow will come the big inaugural ceremony and parade. smaller crowds are expected for the second inauguration and they say they are excited as ever. it is a democratic moment to be a part. >> security is in place throughout washington. the national guard is brought in to help out. political leaders are in washington d.c. for the inauguration. hundreds of people packed the ballroom and the washington court hotel for the golden state inaugural bash. house speaker nancy pelosi was one of those in attendance. mayor of san francisco, oakland, are also in washington for the conference of mayors as well as for the inauguration. jean quan and chuck re are in

contest that hasn't happened since 2010 and has big changes this year. good morning, alex. >> reporter: we are down here at the end of the pier where this morning we are getting a much better look at the conditions out on the water as we push in there. that is pillar point and off in the distance, you can see what it will look like on the water. they are all taking part in the competition and they are headed out. they went out in boats a short time ago. we will show you what that scene looked like. they got their boards ready and got onto the boats at 7:00 this morning. heading out for the contest that begins a half hour from right now. short time ago, i was able to talk with the chairman of the mavericks. they are downgrading expectations as far as how big the waves will be today. they are thinking in the 30 feet range and now, he told me they are looking more in about the 15-foot range for the waves today. certainly, there will be a lot of fans out here.

they are excited for the mavericks contest and this is the first time it will be held since 2010. and what will be beautiful today is the weather. nice weather and very nice swell assist as well. of course, a lot of hazards in the area as well. strong currents, jagged rocks out near pillar point. this is what they have to look out for today as they head out in the water. they are expecting 50,000 people to be down in the area today to watch the contest. and he wants to remind people that there are new rules in place today and spectators can no longer watch surfers near the water. you can't go out to the beaches at all or the cliffs. we had some people get hurt. people fall off and you just can't have it. organizers have set up a

viewing area near the oceano and watch the action on the big screens. they don't want people near the water because of the dangerous surf conditions. disappointing news came down for fans of the sport. three top big wave surfers have withdrawn from the event including kelly slater. i want to show you right over here. you can see a coast guard boat standing here in the harbor. it does say they will be doing safety patrols and trying to keep an eye out for boats that get too close for the large waves and looking out for anyone who could be on shore or close to the beaches as well. they will be doing patrols and several boats in the area today as the contest gets set to get underway. this is when the first heat will get started. live in half moon bay, alex

savidge. ktvu news. >> news chopper two will be over the big waves during the 8:00 hour. we plan to bring you the pictures live. if you want to see them on the go. they will have the aerial view on line. go to ktvu.com and get it on the mobile ktvu. some surfers have run into trouble. some surfers were reported missing tomorrow afternoon after an advantage relationship tide near the ocean beach. they did make it safely to shore. a helicopter was brought in to help another surfers. and he made it to shore on his own. the search will continue today for the body of one of two san francisco men who drowned in hawaii. adam griffith was found yesterday after the coast of kuuai. and -- kauai. they were exploring a coastal area. the water slammed into the coast and brought him into the

water. he drowned in the surf. people out in the senior care facility this morning on third avenue, a fire started. they believe it was started by a dryer in the laundry room. this morning police in san francisco are looking for the gunman responsible for a deadly shooting. it happened around 5:30 near fillmore and geary. a man opened fire at the vehicle. the vehicle was struck by one bullet and crashed. he was taken to the hospital where he later died. police are asking anyone with information on the shooting to contact them. a vallejo couple is facing charges after a woman said she was kidnapped and forced into prostitution. they found the woman at the couple's home yesterday. after james thomas brand dished a gun. the woman told them they were holding her against their will.

the couple that threatened to shoot her if she did not perform acts of prostitution. in san leandro this weekend, it caused a big mess. on carolyn street, it was reported at 4:30 in the afternoon. they had to shut down foot hill to control the flooding. the road was reopened two hours later and there was damage from the water. no word on when they plan on repairing the damage. michael crabtree has -- released a statement surrounding the sexual assault investigation. he is accused of assaulting a woman last sunday morning after the 49ers playoff win after the packers. crabtree had two touchdowns and this morning he is in atlanta with the team preparing to ce the falcons. his attorney confirmed they have interviewed crabtree and released this statement saying. michael fully department cooperated with the inspectors

as yesterday morning which means you are freezing and below freezing in valley spots. we will have a look at the storm tracker. you can see mostly clear skies and the high clouds continue to drift over the pattern that is changing very little as we head into your sunday and continue with the ridge of high pressure. there are arrows to show you the circulation coming around and the offshore flow continuing for today. that means another nice warm up and half moon bay starting in the low 50s this morning while some of the spots in the upper 0s. winds here are calm in most cases. you can see a northeast breeze in fairfield. this is the case today. win could pick up into the afternoon especially along the coastline and afternoon breeze if this is your destination. 33 in napa valley. and 29 in santa rosa. and novato. upper 30s to low 40s. 47 in san francisco. we head to the east bay, walnut creek you are freezing at 32.

want to point out mount diablo, 3,000 feet or so. we have the inversion in place. that shows it there exactly what i am talking about. cold air draining into the valley this morning. it has settled in and hang around for the next hour or so before it turns around. surf advisory for the entire coastline, all the way from dillon beach to monterey. this is for all the beaches into the afternoon. peaking today, largest breaks reaching 15 to perhaps 20 feet. dewpoint want to scare you there. 55 in napa valley for the afternoon. 63 in berkeley. mid-60s in san francisco. and santa clara valley, another beautiful day. 66 for you. 67 in gill roy and santa cruz the place to be, mostly sunny conditions. we are going to continue the trend into monday. tuesday, the pattern begins to

chopper two is over the bay and on the way to mavericks. we will bring you live shots there when we get them. they released the surveillance video from kelseyville. this is first brought to you yesterday. authorities say the man in the video is wanted for the shooting of a store clerk at the 76 station. they are offering a $10,000 reward in the case. a researcher is arrested after being injured in an ex lesson done in the -- explosion. there was no evidence he was plotting something on the campus. he injured his hand and forced donees of people to be evacuated from their homes. he is relieved from his job at the chemistry lab. they are trying to figure out why a plane crashed near

yuba city airport. it took off at four yesterday afternoon. one person was hurt and another unharmed. it sparked a grass fire and it was quickly put out. it is owned by the u.s. air force. sfo will be able to handle half the usual flights an hour because of the closure. the biggest impact will be passengers flying on sfo, they are advised to check for delays. the runway is scheduled to reopen at 8:00 tomorrow morning. it will be closed next week end for more work. the state's three strikes law is a struggle pore inmates getting out early. many inmates who previously received life sentences are being released with $200 and little support. former inmates are not eligible for parole and did not receive services such as training and drug rehabilitation.

waves in the 30-foot range but event organizers tell me they are looking more at like 15-foot waves for most of the day. we got a chance to talk with one of the competitors and he talked to me about riding the massive waves at mavericks. >> how does that feel? >> maybe a dog sticking his head out the window on the freeway. something like that. you are going fast. you are going really fast. when you see the people skipping on the water when they are water skiing. and you have a lot of pools on top of you if you get held down. and it is really powerful waves. >> reporter: they can certainly be dangerous, the large waves. that is part of the reason, the coast guard has three boats out in the area today. they will be doing safety patrols in case anyone gets into trouble today or this morning. or throughout the day, i should

suspects after a man was killed at a bart station. two groups of three to four people shot at each other in the bus loading zone in san leandro just this afternoon yesterday. a 40 year old man who had nothing to do with the fight was shot and killed. a young girl was grazed in the shooting and treated at the hospital. bart riders tell us they are worried. >> i don't feel safe. you never know. in these days and times, you have to be careful. >> the station shut down for seven hours while detectives interviewed witnesses and scanned surveillance video. they had good leads and will be following up on those today. >> we have new information about the deadly hostage crisis that ended with the death of 23 hostages. it ended when special forces stormed the facility. one of the hostages killed was an american. several people are still unaccounted for. all three # of the hostage

>> good morning, actually i should say good afternoon since it's afternoon in washington, d.c. i understand that president obama has been working on that inaugural address that you talked about. scheduled to last 20 minutes. i don't know if he will stick to that time frame apparently he is going to acknowledge the differences in congress, that were in his first time, but also talk about the responsibility that both sides have to find common ground and move forward. the speech does need to be up lifting. second term speeches are rarely

terribly inspiring. more of an olive branch speech to try to find some peace between both sides and sometimes it's more poetry than policy. as you mentioned, mike it's expected he would be discussing policy more in his state of the union speech later. a couple of people have asked who pays for this inauguration, especially since it's the second term. it is really necessary. it comes from a combination of funds. there are funds that come from the federal budge, that are set a-- budget, that are set aside. security, police, all the barricades needs to be paid for and also private donations obviously go towards a big part of paying for this second term. again some people have asked why is the second term even necessary. well, the president and vice president are only sworn in for a four-year term. if they are reelected they need to be sworn in again for the next four-year term. my colleague, ken pritchett is reporting live, he is meeting up with bay area people who are picking up their tickets for the inauguration, the big ceremony tomorrow at the capitol behind me.

folks to take everything in. let's go to a live picture from news chopper 2 flying above the area out near pillar point off the shore, where 24 of the best surfers from all around the world are in the water right now and they are in the middle of their first heat of the day. out near pillar point, an area known to be full of hazards. that's part of the intrigue with this contest. this is keep in mind, the first time the mavericks surf contest has been held since 2010. today, surfers will be enjoying a nice mix of big swells and gorgeous weather in this area. the fans are also excited, but of course some are disappointed they can't watch the action near the water. >> i do miss being closer to the action. i miss being on the beach, you know. but apparently this is much safer, and -- it's kind of fun to be a n. a big group like this and watch it all together. >> reporter: and the organizer of this contest i talked with him this morning. he said they are actually expecting the waves won't be quite as big as they has initially hoped for. they were hoping for 30-foot waves.

good morning to you. a picturesque view there of alcatraz, the golden gate bridge. a beautiful day to get outdoors. >> it sure is beautiful. let's look live, here is news chopper 2 over pillar point where you can see the world's best surfers have lined up for the mavericks competition. we're told it's in the first heat already happening. the water temperature is about 52 degrees. and waves are not expected to be as big as 2010, the last time this happened. however it won't stop these athletes, you can see trying to paddle out and get ready to catch some waves. expect about 10s of thousands over spectators are expected in half moon bay to watch this event as these surfers prepare and take a look at this. then you see it go by. still big waves, brave men out there. it's 9:15. a fire in east oakland is being investigated this morning. it started flee hours ago on 98th and gold street. firefighters say a container and piles of debris were on fire and they put it out in 20 minutes.

firefighters say there were other fires in the area overnight and they are still trying to investigate what the cause was. a 16-year-old boy has been arrested and police are looking for more suspects after an innocent bystander was killed during a shoot out at a bart station. bart police say two groups of three to four people shot at each other in the bus loading zone at this bay fair part station in san leandro. it happened just after noon yesterday. a 40-year-old man who had nothing to do with the fight was shot and killed. a girl was grazed in the shooting and was treated at the hospital. bart riders said they're now concerned. >> i don't feel safe. you know, i mean you never know. you know, right now these days and time, you don't -- you know, you got to be careful. >> that station shut down for almost seven hours, while detectives interviewed witnesses and scanned surveillance video. investigators say they do have some good leads and they'll be following up on those today. new information this morning about a deadly hostage crisis in algeria. we have learned 25 more bodies were found today at the gas

plant where islamic extremists took hundreds of foreign workers hostage last week. it's not clear if all the bodies found were hostages. 23 hostages are confirmed dead including one american. 32 of the hostage takers were also killed during that raid yesterday. britain's prime minister says the attack is a global threat that will require a global response. >> this is a stark reminder once again of the threat we face from terrorism the world over. >> the algerian ministry says more than 600 algerians and more than 100 foreign workers were freed over the course of the four-day standoff. in yemen, at least eight people were killed including several members of al qaeda after two suspected u.s. drone strikes. authorities say missiles fired from an aircraft hit a car. in recent years the u.s. has carried out dozens of drone strikes in yemen against al qaeda because it is considered the group's most active branch. it's now 9:17. defense secretary leon panetta has finished his last official

overseas trip. panetta is getting ready to leave the pentagon. he is stepping down after 18 months of fighting to protect the defense budget during a tough fiscal crisis time. panetta has a home and walnut cam in carmel valley here in california. he is expected to return to this area next month. the f.b.i. has joined the investigation into death threats made against a freshman oklahoma congressman and his family. staff members for representative mark wayne mullen have not released details about the threats but say law enforcement is taking them very seriously. mullen has cost only a few votes since being sworn into office on january 3. one of those votes was a no on a measure to provide emergency funding to states hit by superstorm sandy. a gun show in north carolina is back open this morning after a gun went off yesterday, injuring three people. they say a man bought a .12 gauge shotgun into the show to try to sell it but forgot to unload it. it discharged, hitting a woman, man and required deputy. >> when i turned around i heard the gun hit the table. when i heard the gun hit the
